Database Comes Closer
to Reality
As
promised
in
previous communications,
Marketing
Systems Group/GENESYS Sampling
continues to monitor the latest developments in the detection of wireless phone
numbers which must be identified in telephone samples to avoid potential
conflict with TCPA
regulations
prohibiting the calling of wireless numbers utilizing automated dialing devices.
MSG/GENESYS has
this week begun to evaluate test databases of cellular numbers as supplied by
Neustar. We have also started to review the user agreements that will be
required to make this resource available to the research community. While there
is still work to be done, and the exact costs and distribution mechanisms are
yet to be finalized, it is clear that Neustar is substantially on-track to meet
their goal of providing a cellular database capability to “all companies
affected by the TCPA” by early May. Listings of wireline numbers ported to
wireless, as well as wireless numbers ported to wireline are slated to be
available.
The
understanding as of now is that Neustar will make the database available on its
website (tentatively, May 3rd) in much the same way that the FTC
makes the National Do-Not-Call files available for download. Each end user will
electronically certify their agreement to the terms and conditions of the user
agreement as required by the NAPM L.L.C., the limited liability corporation
charged with distribution of the data. Much like the Do-Not-Call list, it is
anticipated that end users will be required to agree to the use conditions, and
pay whatever fee is specified if they want to download the database, or if they
would prefer to utilize screening/flagging procedures made available by sample
providers such as GENESYS.
As soon
as technically feasible, GENESYS
will make wireless database screening available, joining our industry first
GENESYS-CSS
service, which screens samples for wireless
numbers on a real-time basis, while creating the industry’s most cost-efficient
samples by identifying 90% or more of the business and non-working numbers.
GENESYS
will continue to monitor the rapidly changing technology and legislative
environments surrounding telephone interviewing, providing industry-leading
solutions as soon as they become available.
